The Supreme Court has now definitively held that the Second Amendment protects an individual's right to possess a firearm unconnected with service in a militia, and to use that weapon for traditionally lawful purposes, such as self-defense within the home. Moreover, this right applies not just to the federal government, but to states and municipalities as well.

My question is where does it describe what is Arms.

The U.S. Constitution does not adequately define "arms". When it was adopted, "arms" included muzzle-loaded muskets and pistols, swords, knives, bows with arrows, and spears. However, a common- law definition would be "light infantry weapons which can be carried and used, together with ammunition, by a single militiaman, functionally equivalent to those commonly used by infantrymen in land warfare." That certainly includes modern rifles and handguns, full-auto machine guns and shotguns, grenade and grenade launchers, flares, smoke, tear gas, incendiary rounds, and anti-tank weapons, but not heavy artillery, rockets, or bombs, or lethal chemical, biological or nuclear weapons.

If we follow the rule that personal rights should be interpreted broadly and governmental powers narrowly, which was the intention of the Framers, instead of the reverse, and then "arms" must be interpreted broadly

 The right of the people to keep and bear Arms, shall not be infringed.

RULE #1 THE GUN IS ALWAYS LOADED

Every time you pick up or draw a gun, inspect it in a safe manner (CONTROL YOUR MUZZLE) and always treat it as a loaded gun

Always assume that the Gun is loaded.

Better to assume that it is loaded then assume that the Gun is un-loaded

 

RULE # 2 NEVER POINT THE GUN AT SOMETHING YOU ARE NOT PREPARED TO DESTROY

The only safe way to operate is to assume the Worst Case Scenario:

Pretend that your “EMPTY” gun is loaded and that it’s going to function perfectly. When you press the trigger it will FIRE. Since you are prepared for that, you only point the gun in a SAFE DIRECTION.

 

RULE # 3 ALWAYS BE SURE OF YOUR TARGET AND WHAT IS BEHIND IT

Identify your target before firing – even before dry firing at home. If you are not sure, DON’T FIRE. Make sure there is a safe impact area behind it before firing.

Even thought you have checked and double checked your gun, you should still treat your gun as thought it is loaded.

 

RULE # 4  KEEP YOU FINGER OFF THE TRIGGER UNTIL YOUR SIGHTS ARE ON THE TARGET.

Almost all of the accidental discharges during a match are caused by finger on the trigger when you were not ready to fire. Some examples: Finger on trigger during reloading, during  movement during the draw and during jam clearing.
